Phytosanitary Certificate is a certificate authorizing the export of regulated products from Russia. The certificate shall certify compliance of exported products to the phytosanitary standards. A phytosanitary certificate is required for registration of the certificate of conformity GOST R.
The regulated products are all the products that can be a source of entry to another country quarantine organisms (plant diseases, pests, weeds), which can cause substantial economic harm to the country economy.
For products imported into the territory of the Russian Federation, it is also necessary to issue an import quarantine conclusion. The list of products subject to the quarantine control is determined by Order Rosselkhoznadzor June 22, 2005 № 196 “On temporary order of registration of import quarantine permits to import regulated products in the Russian Federation” (amended 13.10.2006, N 181).
Phytosanitary certificate is issued by the Rosselkhoznadzor on the special form special, stated by the International Convention for the FAO.
This certificate is issued only after phytosanitary inspection, which is carried out on-site shipment or timber, or immediately prior to removal products.
This document is valid for 14 days when exporting to the EU, and 15 – in other countries.
